Background Information
KAAH Relief and Development Organization abbreviated as KAAH is a National humanitarian organization working in Somalia since its establishment the year 2001. KAAH is a non-profit making organization to address and mitigate the effects of biting natural and man-made disasters and the socio-economic problems in Somalia. It is an initiative formed to resist prolonged insecurity and droughts in Somalia and the increased lack of humanitarian access and humanitarian services to victims in Somalia.
KAAH targets vulnerable beneficiaries both in urban and rural areas on life-saving activities through emergency response, recovery, livelihoods, and developmental activities. With regards to the absence of the socio-economic infrastructure and the systems of governance and institutions which led to the collapse of livelihoods and all the basic services of many communities. The organization also focuses on governance projects of peace building and development initiatives. KAAH since its inception and mutual partnerships with global development and local partners has been able to implement humanitarian protection activities in collaboration with its stakeholders.
In partnership with Somali Humanitarian Fund (SHF), KAAH is implementing livelihood program, titled ‘Providing Life-saving and life-sustaining food access to the vulnerable communities facing acute food insecurity in Banadir region.
Overall Job Purpose
The Livelihood Manager is the technical leadership of the food security including implementation, coordination, guiding staff, and quality monitoring.
The role is responsible for strategic and implementation leadership for the food security and livelihood programming of the organization in adding initiatives to address the food security gap, livelihoods and asset creation in Banadir Region.
The livelihood Manager will provide leadership to the flood response program on the provision of the conditional and unconditional cash and as well provide strategic intervention on the covid-19 awareness rising. He/she will be responsible for guidance and strategic leadership to coordinate and execute livelihood related activities.
The livelihood manager will supervise the day-to-day activities implemented by the fellow livelihood officers and will work to ensure overall project performance, management, and all project deliverables adhere within budget and compliance.
The livelihood manager will represent KAAH to the donors, key stakeholders and shall oversee quality programming, close coordination, and documentations.
Duties and Responsibilities
- Provide technical and thought leadership and strategic direction in the implementation of the program.
- Lead planning, oversight, and coordination of all project activities and personnel, operational and technical.
- Ensure the implementation of the livelihoods component of the programme against annual work-plan, targets, time-plans and result indicators;
- Develop internal monitoring and operational plans that help programme implementation;
- Coordinate programme-operations actions, including identifying appropriate implementation modalities, initiating procurement, and Human Resources actions, including formulation of ToRs and scopes of works, managing procurement and recruitment processes including selection, and contract management.
- Monitor field-based implementation of programme activities, including providing guidance to field-based staff on field implementation and monitoring.
- Monitor programme implementation of partners (contractors, consultants, grantees) in accordance with agreements, work-plans, deliverables and timelines.
- Ensure timely and quality progress and financial reporting by partners in line with agreed templates and schedules; review reports; provide feedback to UNOCHA.
- Provide inputs and feedback to reporting and ensure systematic documentation and filing.
- Provide coaching, direction, and leadership to team members in order to achieve results, including overall management, coordination and quality monitoring of KAAH team’s input and work content.
- Collaborate with KAAH M&E livelihood teams to establish standard indicators for the livelihood outputs and outcomes, as well as pragmatic approaches to data collection.
- Support building team capacity for the livelihood program, including regular visits to the field to support implementation, ensure quality control and identify areas of weakness and opportunities for adaptation.
- Link and establish relationships with community representatives as well as relevant stakeholders including government ministries, local authorities, and private sector companies involved in the program implementation.
- Manage performance of team members through the establishment of goals in line with the project objectives work plans, monitoring performance against those goals, providing feedback on an ongoing basis and delivery of annual performance appraisals.

Required Skills and Experience
- Bachelors’ Degree in development, economics, public administration, social sciences, or any other related field.
- Minimum 3 years of relevant experience in the design, implementation and management of livelihood recovery and development programmes.
- Experience in post-conflict and early recovery contexts.
- Experience building and maintaining relationships with Government, community leadership and other development partners.
- Written and oral fluency in English.
